Man dies leaving 14 years Christmas gifts for young girl A family were shocked to discover their elderly neighbour had wrapped 14 years worth of Christmas presents for their two-year-old daughter before he passed away. Ken Watson, who was 87 when he died, had lived near to Owen and Caroline Williams in Barry, Vale of Glamorgan, for the last two years and was "very fond" of their two-year-old daughter Cadi. He died recently and on Monday evening, his daughter knocked on the Williams home to deliver the presents, much to the familys surprise. Owen, 40, said: "My neighbours daughter, Jenny, came round last night and knocked on my door. She had a big plastic bag, which I thought was rubbish she was going to ask me to throw out. “But, to my shock it was a large sack of presents for Cadi, who is only two years-old, for the next 14 years. 2019 presidential debate: Buhari will not attend – Saraki Senate President, Bukola Saraki has revealed that President Muhammadu Buhari will not be availabe for the presidential debate billed to hold on January 19, 2019. The President has been scheduled to battle the presidential candidate of the Peoples Democratic Party, PDP, Alhaji Atiku Abubakar and three others in the debate. But speaking in Abuja on Thursday, the Saraki predicted that Buhari will not attend the debate. Saraki spoke at an event where the presidential candidate of Atiku was billed to address some Civil Society Organisations, CSOs. He, however, noted that any President seeking to lead the country should be able to come forward and tell the people what he wants to do for them. 2019: Buhari presented hopeless budget to National Assembly – Saraki Senate President, Dr. Bukola Saraki, has described the 2019 budget proposal as hopeless. The appropriation bill was presented by President Muhammadu Buhari to a joint session of the National Assembly on Wednesday. Saraki said the budget proposal, as presented by President Buhari, failed to indicate how it will be funded. Saraki stated this in Abuja on Thursday where the presidential candidate of the Peoples Democracy Party, PDP, Alhaji Atiku Abubakar, was billed to address some Civil Society Organisations, CSOs. Nigeria’s business regulator, SEC, speaks on Access Bank acquisition of Diamond Bank Securities and Exchange Commission (SEC) Amid reports on Monday about merger plans between Access Bank and Diamond Bank, the capital market regulatory authority, the Securities and Exchange Commission (SEC), has given clarification on the current situation. The commission, in a statement by its spokesperson, Efe Ebelo, sent to PREMIUM TIMES said only a notice to merge has been received from the management of the two banks and not the actual merger. Federal Government has scrapped Award of HND Certificates by Polytechnics. The decision was reached at the Federal Executive Council, FEC, yesterday where the approval of a comprehensive reform of  Nigeria ’s tertiary education system was made. In effect, the award of HND will be limited to only the students currently admitted for the programmes. Also, all the programmes currently being run by polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped.Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils. The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university. To kick-start the new policy, the nation’s two most prom
